In 2016 Jio launched with the Welcome Offer: unlimited 4G data, voice, video and apps (Reliance Industries). It looked like a launch promotion. It behaved like a reset of what Indian users expected from a data pack.
From data meter to daily layer
Before the offer, the dominant habit was consumption with caution. Users checked how much data was left, saved downloads for Wi-Fi and made choices around the meter.
The Welcome Offer removed that decision for a while. Streaming a cricket clip, making a video call, downloading an app or letting family use the hotspot became easy. The product did not need to be explained; it was being lived.
The growth loop marketers noticed
Marketers watching the launch saw a habit engine, not a discount.
- Unlimited access removed the mental meter and made data feel abundant.
- Every stream, call and download was a repeated demonstration of value.
- Content and apps gave the network a layer of daily utility beyond headlines.
The speed was real. Jio reached 100 million subscribers within 170 days of launch (company-reported; Reliance Industries Integrated Annual Report 2016-17).
What marketers can borrow today
The tactical lesson is not to copy free everything. It is to design the trial around the new normal you want to create.
The question India asked moved from ‘How much does data cost?’ to ‘What can we do with data?’ That is the marketing outcome: usage intention, not price sensitivity.
For D2C and agency teams, the Welcome Offer is a reminder that retention is not a later problem. The first experience sets the mental baseline. If the trial is thinner than the promise, churn starts before the first invoice.
It also shows why bundling matters. Data by itself is a utility. Data plus streaming, video calls and apps becomes an environment. The offer made the network visible through the things people did on it.
Jio serves 524 million+ customers (Reliance Jio Infocomm, March 2026; company-reported). Its ecosystem now spans connectivity, entertainment, commerce, payments, devices, cloud and AI (Reliance Industries 48th AGM, August 2025). The launch remains a useful case for growth teams: when you want a habit, give people a daily experience of it before you ask them to pay for a promise.
