Amazon FBA Is Now a Paid Media Decision

FBA fees now decide Prime eligibility, Featured Offer placement and whether Sponsored Products can run. Here's what changed in 2026 and how to prepare.

Amazon FBA now decides if your ads can run

Fulfillment by Amazon is easy to misread as a warehousing product. For performance marketers, it is closer to a media gate: it determines whether a listing carries the Prime badge, holds the Featured Offer and remains eligible for Sponsored Products ads.

That role is getting more expensive and more operationally complicated. Third-party sellers still accounted for 60% of paid units sold on Amazon in Q1 2026, per Marketplace Pulse, but that was the first back-to-back quarterly decline since Amazon began reporting the figure in 2004. A large share of those units move through FBA.

The Prime badge is the real product

FBA launched on September 19, 2006, after Prime. Sellers send inventory to Amazon, and Amazon handles storage, picking, packing, delivery, service and returns. The seller keeps ownership and sets the price. The operational convenience matters, but the Prime badge is why most sellers sign up.

Getting that badge starts in Seller Central. A merchant switches the listing to Amazon fulfilment, builds an inbound plan and ensures each unit has a scannable barcode. Since March 31, 2026, resellers must use an Amazon-issued FNSKU label; brand owners with Brand Registry can still use manufacturer codes. Amazon also stopped prep and labelling for US FBA inventory on January 1, 2026, so cartons need to arrive ready.

Prime eligibility attaches only after Amazon receives, scans and registers the units. That is why fulfilment deadlines are media deadlines. For the autumn 2026 sale, sellers using optimized shipment splits faced a September 16 inbound cutoff before Amazon had even announced the event dates.

The 2026 fee stack changed the math

FBA fees sit on top of referral fees, which range from 8% to 15% depending on category, according to Jay Group. The base fulfilment fee is set by size tier and shipping weight; US rates rose an average of $0.08 per unit from January 15, 2026. Storage is billed monthly per cubic foot, with higher October-to-December rates and aged-inventory surcharges.

Recent changes matter most for margin planning:

  • January 1, 2026: US prep and labelling services ended.
  • January 15, 2026: Fulfilment fees rose an average of $0.08 per unit.
  • March 31, 2026: Commingling ended; resellers must apply FNSKU labels.
  • April 17, 2026: A 3.5% fuel and logistics surcharge took effect, averaging $0.17 per US FBA unit.
  • October 15, 2026 to January 14, 2027: Holiday peak fees add an average of $0.32 per unit.

The New Selection Program 2026 offers some relief: for branded listings created from July 30, 2026, Amazon waives storage and low-inventory-level fees on the first 200 units for 120 days after first inbound shipment.

Treat FBA as an ad readiness lever

The link to advertising is direct. Sponsored Products need the Featured Offer, and Amazon’s own guidance lists FBA enrolment as a way to get the Prime badge. Losing the badge usually pushes an offer below the Featured Offer threshold, which can take the ad down with it.

That makes FBA a shared task for operations and performance teams. Before launch, confirm inventory is received, the Prime badge is live and the ASIN can actually serve ads. Model fulfilment, storage and surcharges into target ACoS or break-even CPA, not just media cost. And keep inbound cutoff dates on the paid media calendar.

The stakes are visible in Amazon’s ad revenue: advertising services hit $19.8 billion in Q2 2026, up 26% year over year, with Sponsored Products named the largest contributor. When the fuel surcharge arrived, the Million Dollar Sellers group organized a 24-hour advertising boycott, turning a logistics dispute into an ad-budget protest.

Watch the regulatory overhang

The FTC and 17 state attorneys general sued Amazon on September 26, 2023, alleging that Amazon conditioned Prime eligibility on using FBA. The FTC described Prime as “a virtual necessity for doing business on Amazon.” Amazon has disputed the claims. A scheduling order signed in December 2025 set the trial for March 29, 2027, according to MLex. In Europe, Amazon made commitments legally binding in December 2022 around non-discriminatory Prime qualification and a second Buy Box offer.

None of this means FBA is avoidable for most sellers. It means FBA should be managed as a margin and media variable, not a back-office afterthought.
