If you have sat through a Google Marketing Live keynote in the last two years, you have heard the phrase “data strength” more times than you can count. PPC Land has now published a full explainer, and the headline is simple: it is not a metric, not a column, and not a setting.
It is a framework. And ignoring it now has hard consequences, because Google has already closed the old doors.
What data strength actually is
According to PPC Land, data strength is Google’s label for how complete, connected and continuous your first-party signals are by the time they hit automated bidding and measurement. Google’s own documentation frames it as a foundational pillar of modern marketing.
The reason it exists is unglamorous: the inputs to Smart Bidding stopped being reliable. Browser restrictions on cross-site identifiers, ad blockers, European consent rules and the shift of purchases into server-side systems all shrink what a browser tag can see. Automated bidding does not degrade politely when signal drops – it just optimises against whatever shows up.
The four steps
Google published a dedicated help page on January 9, 2026 (revised May 16, 2026) laying out four sequential steps:
- Connect – Google tag or GTM sitewide, upgrade to Google tag gateway for advertisers, link GA to Google Ads, and route CRM and offline sources into Data Manager or the Data Manager API.
- Enrich – customer signals (hashed emails via enhanced conversions, consent states via Consent Mode) plus purchase and transaction signals, including conversion values. No values, no ROAS or profit targets.
- Activate – point that data at Maximize Conversion Value, Target ROAS, new customer acquisition goals, Performance Max, and audience products like Customer Match, lookalikes and optimised targeting.
- Prove – incrementality experiments in Google Ads and budget allocation via Meridian, Google’s open-source MMM.
The deadlines already passed
This is the part that turns a nice framework into urgent housekeeping. Per PPC Land: Customer Match uploads through the Google Ads API stopped working on April 1, 2026. New offline conversion imports through the same API were blocked from June 15, 2026. The GA4 Measurement Protocol entered maintenance mode in June 2026, with Data Manager named as the successor.
Note also that authentication for the Data Manager API uses a separate datamanager OAuth scope – existing Google Ads API credentials do not carry over. If your dev team assumed a copy-paste migration, they are wrong.
Read the footnotes on the numbers
Google says advertisers using tag gateway saw a 14% conversions uplift – but the footnote scopes it to internal finance-vertical data comparing Jul-Dec 2024 with Jan-Jun 2025. PPC Land points out the body copy carries no vertical qualifier, so a single-vertical result gets repeated as a general average.
The 11% average increase in incremental ROAS announced at GML 2026 is likewise Google internal data, April 2025 to April 2026, limited to Search campaigns bidding to conversion value.
Customer results are self-reported: Multiplier Technologies claimed 25% more qualified leads after wiring HubSpot conversions through Data Manager, and Fastweb and Vodafone with dentsu reported a 28% improvement in customer acquisition cost. Treasure Data reported an 80% cut in engineering effort after consolidating three pipelines onto the API.
The honest counterweight
Confidence has not followed the tooling. TransUnion and EMARKETER research covering 196 marketing professionals found 54.1% saw no year-on-year improvement in measurement, and 14.3% reported a decline. AppsFlyer research found 26.1% of marketers blame a lack of clean, standardised first-party data for holding back AI.
Tag gateway also keeps execution in the browser – lighter than true server-side tagging – and filter lists began naming first-party tagging subdomains directly in May 2026, with over 3,400 rules in AdGuard’s first-party tracking list.
The structural critique is the sharpest one: tagging, ingestion, matching, audience building, bidding and incrementality all move inside one vendor’s stack, graded by that vendor’s instruments.
What to do this quarter
Do the plumbing, keep your own scoreboard. Audit Consent Mode V2 first – PPC Land cites an agency case where conversions dropped 90% overnight after consent parameters failed to reach Google’s tags, with no data recovery. Then migrate uploads to Data Manager, push conversion values everywhere, and validate lift with your own holdouts or geo tests rather than trusting a platform-reported number.
Don’t confuse it with Ad Strength (a creative rating, visible in the UI since 2018) or Meta’s Event Match Quality (a 0-10 score). Data strength has no score anywhere.
