Germany’s 500-household targeting grid, explained

Germany’s five-digit Postleitzahl is a familiar unit for media planners. But when official postcodes range from a hamlet to a dense city quarter, comparing performance across them creates distortion. That is the problem PLZ-8 tries to solve.

What PLZ-8 actually is

PLZ-8 is a privately built division of Germany’s five-digit postal codes into roughly 82,000 smaller cells, each containing about 500 households. It is not an administrative unit: Deutsche Post does not issue it, and no letter has ever been addressed with one.

The construction takes Germany’s Postleitzahl, abbreviated PLZ, and extends it by three digits. The resulting eight-character cells are designed to nest inside postal and municipal boundaries. According to PPC Land, the design target is “homogeneity, not equal surface area.” A central Berlin cell may cover a few buildings, while a rural cell covers several streets, because household count is kept roughly constant rather than square kilometres.

The owner is microm Micromarketing-Systeme und Consult GmbH, a Neuss-based geomarketing company within the Creditreform group. PTV distributes the geometry commercially. The level sits below the official postcode in microm’s proprietary hierarchy, alongside street sections averaging 27 households and individual buildings. Boundaries are refreshed annually; the R2025 version uses boundaries as of 1 January 2024, with attribute data drawn from 2022 to 2024.

Why it matters for German media plans

Aggregated geography has become one of the few targeting inputs that behaves consistently across every channel in a German media plan. A digital out-of-home screen has no cookie, a connected TV device may carry only a household identifier, and mobile apps may or may not surrender an advertising identifier. Browser traffic splits between environments where third-party cookies work and where they were blocked years ago.

Because PLZ-8 cells are built for comparability, an index value computed in one cell means roughly the same thing as the same value in another. That makes the grid useful as a shared planning currency across DOOH, CTV, audio, mobile and desktop.

Recent movement has pushed it further into programmatic. On 8 September 2026, microm and Azerion announced that PLZ-8 segments from the best for planning market media study can now pass into the Hawk demand-side platform as spatial polygons and run without cookies or user identifiers. The study behind those segments surveyed 30,390 people for its 2025 edition, projected to a universe of 71.00 million residents aged 14 and over.

Use it, but know the limits

There are a few things buyers should keep in check:

  • Resolution varies by signal. A fixed DOOH screen resolves exactly; desktop traffic resolves through IP geolocation alone. Google’s bidder documentation says latitude and longitude are rounded to 0.01 degrees, which can span over a kilometre north to south — wider than many urban PLZ-8 cells.
  • IP accuracy is weak. Analysis by FreeWheel cited CIMM data showing IP addresses match postal records only 13% of the time. A location marketing guide documented a Frankfurt connection that should have reported postcode 60322 resolving to 65931 instead.
  • It is owned, not open. A single company licenses the level. There is no public specification, and reach and frequency models built on those cells cannot be ported to a rival vendor.

A simple framework for teams

Before adding PLZ-8 to a campaign, run a quick RESOLVE check: Reconcile the cell count you are using, because published figures range from about 82,000 to 85,000 depending on the source and year. Evaluate the signal source: fixed address beats device coordinates beats IP. Segment only where cell size is larger than your margin of error. Own the limitation: this is licence-dependent planning geography, not a portable standard. Leverage it for cross-channel frequency and reach work where a common key matters more than precise location. Validate against an independent sample, especially in dense urban areas where a 500-household polygon can be smaller than the accuracy radius of the signal feeding it. Expect annual updates: boundary reference dates shift each year, so refresh your polygons and attributes on the same cadence.

PLZ-8 is not a replacement for official postcodes, and it cannot fix weak location signals. But if you need one aggregated geography across screens, CTV, audio and mobile without relying on identifiers, it is one of the few practical options available in the German market today.
