LiveRamp Links First-Party Data to ChatGPT Ads in 11 Markets

LiveRamp is now a ChatGPT Ads technology partner, turning CRM and loyalty data into Custom Audiences in 11 markets — but key details are missing.

LiveRamp brings first-party data to ChatGPT Ads

The new bridge

LiveRamp has become a technology partner for ChatGPT Ads. Marketers can now feed first-party data — CRM, loyalty, behavioural, web or app — through RampID and activate it as Custom Audiences inside OpenAI’s ad platform. The integration is live in 11 markets, but LiveRamp has not named them, and it says expansion to every market where ChatGPT ads run will come over time.

This is the second LiveRamp connection in four months. In June, the company linked its Conversions API Hub to ChatGPT ads so advertisers could send conversion events server-to-server. The new route runs the opposite direction: customer lists move into campaigns before they launch.

Why it matters for your stack

Uploaded customer lists are one of the oldest tools in platform advertising. Meta launched Custom Audiences in 2012 and Google followed with Customer Match in 2015. ChatGPT only added manual file uploads in May 2026, so an identity onboarding vendor is a meaningful step.

For teams already running RampID across DSPs, Amazon Marketing Cloud or programmatic audio, ChatGPT becomes one more destination keyed to the same identifier. Suppression lists, CRM segments and conversion signals can move through the same pipes instead of being exported and hashed separately for OpenAI.

But the announcement is thinner than the promise. LiveRamp published no match rates, pricing or performance data. The only named implementation is agency Allegiance Group and Pursuant, working for an unnamed nonprofit client.

The numbers to watch

  • LiveRamp’s 11 markets amount to roughly 17% of the 63 countries where OpenAI lists ChatGPT ads availability.
  • Inclusion audiences still need 25,000 matched users before they can target; exclusion audiences have no size floor since late August.
  • LiveRamp’s claim of 1 billion monthly ChatGPT users understates OpenAI’s own weekly figure, but neither describes the ad-eligible pool, which sits on Free and Go plans and excludes under-18s and sensitive topics.

What to do right now

Treat the 25,000-user floor as your first planning filter. At a 40% match rate, a 50,000-person list produces only 20,000 matched users — too small to target under current rules, but fine for exclusion.

Small CRM lists are therefore a natural first test. OpenAI removed the floor for exclusion audiences in the week of August 31, so recent buyers or lapsed donors can be suppressed regardless of size. Ask your data partner which of your markets are live, and request the expected match rate before you commit budget.

Also watch the ownership question. Publicis Groupe is buying LiveRamp for $2.5 billion, with closing expected before the end of 2026. Publicis is itself one of five agency groups named as ChatGPT inventory partners, which makes the identity layer behind audience matching a strategic piece of the channel.
