How Click-Through Rate Rules Ad Auctions and AI Search

CTR prices ad auctions and now measures AI search losses. We explain benchmarks, counting changes and what to watch before trusting the metric.

The metric that prices ads and measures AI search losses

What CTR actually measures

Click-through rate is simple math with complicated plumbing: clicks divided by impressions, multiplied by 100. Google’s Ads help centre uses the example of five clicks from 100 impressions as a 5% CTR. An impression only proves that an ad was delivered; a click remains the cheapest early signal of intent at scale.

But both halves of that fraction are less stable than they look. The IAB and Media Rating Council have defined clicks in stages — measured, received and resolved — since May 2009, so publisher ad servers and advertiser analytics rarely line up. Valid clicks must also be filtered for bots, pre-fetch activity and repeat clicking. Impression counting varies too: served, begin-to-render or viewable. Google is moving AdSense and Ad Manager to begin-to-render counting on February 17, 2027, which mechanically lifts CTR because fewer impressions get counted.

CTR is a pricing input, not just a report

A cost-per-click bid means little until you estimate how often someone will click. A $0.50 CPC bid is worth $1 in effective CPM at 0.2% CTR, and only $0.25 at 0.05%. Google Ad Manager performs this conversion for CPC line items, and Google’s Ad Rank uses expected click-through rate, ad relevance and landing page experience to rank search ads. Google calls Quality Score a diagnostic, not an auction input.

Benchmarks show how wide the range is. WordStream’s 2026 US search data puts average Google search ad CTR at 6.64%, from 5.56% in automotive repair to 12.75% in arts and entertainment. Display is another world: DoubleClick put 2010 display CTR around 0.09%. For perspective, the first banner ad — AT&T on HotWired in 1994 — reportedly drew about 44% CTR.

AI Overviews turned CTR into a survival metric

Independent studies agree on direction, not size. Ahrefs measured top-position organic CTR down 58% on AI Overview queries in February 2026, up from 34.5% in April 2025. Seer Interactive found organic CTR down 61% and paid CTR down 68% on informational queries with an overview. SISTRIX saw first-position CTR in Germany fall from 27% to 11%.

One randomised study posted on April 3, 2026 measured 39.8% fewer outbound organic clicks when AI Overviews were shown. Pew Research Center reported different numbers — visitors clicked a traditional result on 8% of visits to pages with an AI summary and 15% without — and Google disputed that methodology.

Meanwhile, Similarweb recorded a 0.50% CTR for sponsored placements in ChatGPT in the week to August 17, 2026, and Microsoft’s internal comparison showed Bing Chat CTR for Ziff Davis domains was 51% to 94% lower than Bing search. Google’s counter is scale: Nick Fox said in July 2026 the company sends “billions of clicks to websites every week” through AI features. It is also testing “Strongest match” labels on US search ads, built partly on expected CTR.

Where CTR misleads

  • Display clicks concentrate heavily: comScore and Starcom found 8% of users generated 85% of display clicks by March 2009.
  • Accidental and invalid clicks inflate the numerator; Google’s Confirmed Click step and invalid activity credits can lower adjusted CTR later.
  • Impression bugs distort the denominator: a Search Console logging error pushed one site’s CTR from about 4% to under 1% while clicks were unchanged.
  • Platform definitions differ: Meta’s CTR (all) counts reactions and profile clicks, while link click-through rate only counts destination clicks.

What to do about it

Treat CTR as an early diagnostic, not a business result. Segment it by placement and query type, especially where AI Overviews are present. Compare like for like: link click-through rate against link click-through rate, not against Meta CTR (all). Most of all, watch the denominator. A rising CTR after February 2027 may be a counting change, not better creative.

For search advertisers, expected CTR still shapes auction prices and what Google now surfaces as “Strongest match”, so relevance and creative testing remain direct levers. For publishers, the metric has become existential: it measures how much generative search is redirecting attention.
