The old paid search playbook of “bid up where it converts, bid down where it doesn’t” misses what AI Overviews have changed. When Google answers a question directly on the results page, the value of a paid click is no longer uniform across your account. A new Search Engine Land framework re-sorts keywords into three buckets: fight, influence, and generate demand.
Why one bid rule no longer works
AI Overviews compress the results page. Google can satisfy research and comparison questions before a user scrolls, removing clicks from both organic and paid listings. The pressure is strongest on informational and mid-funnel queries, while pure transactional searches still tend to need a click.
The auction is also harder to read. With fewer visible spots above the AI answer, losing position often means dropping below the fold rather than moving down one slot. Search teams should watch Absolute Top impression share and impression share lost to rank, especially on mobile.
Bucket 1: Fight for commercial clicks
Fight is for bottom-of-funnel queries where intent is clearly transactional: “buy,” “quote,” “distributor,” supplier shortlists, product modifiers. These are the terms where a click still leads to a lead or sale, and winning above the answer is worth the premium.
AI-era paid inventory follows commercial weight. A July SE Ranking study of commercial queries in Google’s U.S. AI Mode found ads appeared roughly 54% of the time when CPCs were $10 or more, compared with 24% for keywords under $2. About seven in ten answers that showed an ad included two advertisers.
- Reserve premium bids for terms where absolute top position still beats your incremental cost per acquisition.
- Use bid simulators before chasing position jumps.
- Do not spend Fight budget on informational queries the AI answer has already resolved.
Bucket 2: Influence the answer
For queries where the Overview does the educating, the goal shifts from buying a click to being part of the answer. The user often does not visit a site, so the win is being cited as a source or named as a recommended brand.
As Shashi Thakur said at Google Marketing Live EMEA 2026, “the best ads must be answers.” That means ad copy should start from the question a user is asking rather than only from a keyword list. It also means SEO and PPC need to solve the same visibility challenge instead of competing for budget in the dark.
In B2B and industrial accounts, the terms that trigger AI answer blocks are still mostly informational. For those, plan for share of the answer rather than maximum CPC. Where organic is already winning, aggressive paid pressure rarely pays off.
Bucket 3: Generate demand upstream
Some informational searches have moved so far toward zero-click that paid search alone cannot rebuild the top of the funnel. Continuing to bid while CPCs climb and volume falls is a choice to fund a shrinking capture point.
The alternative is to move budget before the search: Demand Gen, YouTube, first-party content, reviews and community presence. These assets create the brand familiarity that shows up later, when the same person searches again with commercial intent.
This work looks weak on last-click Search ROAS because its payoff arrives weeks later as brand searches, higher-quality pipeline and conversions in the Fight bucket.
How to sort your account
Before reallocating budget, two foundations matter. First, semantic coherence: keyword, ad and landing page should form one clear concept, especially if you use broad match, Performance Max or AI Max. Second, conversion quality: primary conversions, lead scoring and offline signals should reflect real business value.
Then run a repeatable classification:
- Pull search terms and separate commercial, research and informational intent.
- Use Search Console, AI Overview reports and manual SERP checks to see where Overviews appear and whether your brand is cited.
- Sort terms into Fight, Influence or Generate demand, and revisit the buckets regularly because the SERP keeps changing.
Broad match and AI Max sit on top of this framework; they do not replace it. Use them only where you already know the bucket and have clean tracking, and introduce them through small tests.
The accounts that win will stop funding clicks Google has already absorbed and start funding the demand that paid search can capture later.
