The Toggle Is Live, But the Real Bet Is 2029
Google finished rolling out its Search generative AI opt-out to every site worldwide on August 31. The setting sits in Search Console and lets a site remove itself from AI Overviews and AI Mode. Google says the choice is not used as a ranking signal elsewhere in Search.
That sounds like a contained decision. You give up whatever AI answers send you today while your organic listings stay put. But the bigger forecast is that the ranked results page stops being Google’s default first response between 2028 and 2030. Run that forward and the company that flips the switch has removed itself from the surface that becomes the first answer, while keeping its place on the surface that moves behind a click.
The Number That Makes It Concrete
Pew Research Center data shows users clicked a traditional result in 8% of visits when an AI summary appeared, against 15% when one did not. A Penn and Northeastern field experiment found that routing every search into AI Mode for a week cut click-through to external sites by 18.8 percentage points compared with normal Google Search. That study forced the condition and ran before AI Mode carried ads, so read it as a directional signal, not a precise forecast.
This is the change underneath everything: being indexed used to buy a visit. Now it buys eligibility—the right to be considered when a system assembles an answer, with no promise that anyone arrives at your site.
The Index Became a Candidate Pool
For 20-plus years, getting indexed put you on a shelf a person would scan, and ranking decided how close to eye level you sat. The visit was the payoff. In the answer layer, the index is a candidate pool: a set of documents a system can draw from before it decides what to say, synthesize, and whether to link at all.
- Content shifts from capturing a query to settling a question an answer engine cannot answer well without you.
- Site structure shifts from keyword silos to organizing around the decisions buyers actually make.
- The website’s job splits into a source of record for AI and a conversion point for visitors who have already read the synthesized answer.
Travel Agents Already Lived Through This
The closest precedent is travel agents. The Bureau of Labor Statistics counted 61,500 travel agent jobs in 2025 and projects almost no change through 2035, but the drop between 2000 and 2021 was roughly 70%. The agents who survived rebuilt around what self-service handled badly: complex itineraries, luxury and adventure travel, group trips and mid-journey fixes. Their clients arrive having done basic research and pay for judgment, not access.
What to Do Before 2029
Don’t treat “less but better traffic” as a promise. Microsoft Clarity found AI referrals converted sign-ups at 1.66% versus 0.15% from search on publisher sites, while a Marketing Science study of 973 ecommerce sites found ChatGPT referrals converted about 13% below organic search. Test it on your own numbers, and keep counted referral sessions separate from inferred answer influence.
The opt-out control does not affect AI training, so it is not a content-protection tool. Google’s Generative AI performance report shows what you would give up today, but cannot show what you would give up in 2029. Page-level controls are due in March 2027, which makes a selective opt-out for proprietary pages more defensible than pulling out the whole site.
Start with the pages that carry the most commercial weight and ask honestly whether a system could answer the buyer’s question just as well without them. If it could, that page has no reason to be selected, and no ranking will save it.
